Jeff leads all aspects of go-to-market efforts for Qualifacts’ CareLogic platform, including expertise in helping providers use technology to improve care and optimize business outcomes. Prior to joining Qualifacts, Jeff served as the Chief of Sales Operations for Sandata, a leading provider of Electronic Visit Verification (EVV) technology. Jeff was directly engaged in high profile EVV projects in the states of TN, TX, FL, LA, and NY, MCO’s such as Molina, Amerigroup, United, Blue Cross, MMIS providers such as HP and ACS/Xerox and multiple prominent Home Health Providers.

Monica E. Oss, M.S. is the founder of OPEN MINDS. For the past three decades, Ms. Oss has led the OPEN MINDS team and its research on health and human service market trends and its national consulting practice. Ms. Oss is well known for her numerous books and articles focused on the strategic and marketing implications of the evolving health and human service field. She has unique expertise in payer financing models, provider rate setting, and service pricing. She has led numerous engagements with state Medicaid plans, county governments, private insurers, managed care programs, service provider organizations, technology vendors, neurotechnology and pharmaceutical organizations, and investment banking firms – with a focus on the implications of financing changes on delivery system design.

Prior to founding OPEN MINDS, Ms. Oss served as an executive with a national managed behavioral health organization, with responsibility for market development and actuarial analysis and capitation-based rate setting. She also held a position as a vice president of the U.S. risk management and underwriting division of an international insurance company.

Ms. Oss has been the keynote speaker at the conferences of dozens of national associations and has been published in a wide range of professional journals and trade publications. She has provided Congressional and state legislative testimony on issues as diverse as the financial impact of parity and payer medication access policies.

Ms. Oss has led a range of industry research and management consultation initiatives, serving as principal investigator on research projects that include (but are certainly not limited to) examination of national managed behavioral health enrollment patterns; development of provider rate structures for government entities; creation of a return-on-investment analysis model for technology investments; design of performance-based compensation models for service providers and managed care entities within public and private health plans; and analysis of the economic impact to health systems and health plans of changes in benefit design, adoption of evidence-based practices, and new technologies.

Brad Howell is President and CEO of Fidelity House CRC providing leadership to a regional human services agency supporting people with disabilities and significant challenges.

He previously served as the CEO of Career Resources Corporation in Haverhill, MA for thirteen years. In January of 2019 Career Resources merged with Fidelity House and Brad was appointed President and CEO.

Brad sits on the board of directors of the Association for Developmental Disabilities Providers, the Executive Committee of the Greater Haverhill Chamber of Commerce, the North Andover Scholarship Foundation, the Northern Essex Community College Human Services Department Advisory Board and the Mass Rehab Commissioner’s advisory board. Brad is also a meditation teacher with the Natural Dharma Fellowship organization and sits on their Ethics Committee.

Brad graduated from West Virginia University with a BA in Psychology and holds a MA in Clinical Psychology from Towson University.

A dynamic and experienced leader, CEO of Astor Services for Children & Families, Yvette Bairan, has more than 25 years of experience in the non-profit realm – 12 of those spent at Astor, which provides behavioral and educational services for thousands of children and families throughout the Bronx and mid-Hudson Valley, New York. Committed to family-driven care, Yvette started at the non-profit in 2008 and served as a corporate compliance analyst before rising up the ranks to become chief compliance officer, and, ultimately, CEO.

Fiercely committed to deepening Astor Services for Children & Families’ impact, Yvette is a results-driven leader who works closely with the organization’s Board of Directors, department heads, staff and key stakeholders within the community to drive its mission forward. In her previous roles at the organization, Yvette specialized in compliance and conducted regular audits, reviews, research and trainings to keep the organization focused and on track for sustainable growth. Yvette oversaw all client related incident and risk management, as well as the electronic health records.

A bilingual native of Bronx, NY, Yvette was raised by her mom, who immigrated to the United States from Costa Rica. The youngest of four sisters, Yvette was the first member of her family to graduate from college, Yvette earned her Bachelor of Arts degree in sociology from the State University of New York at Binghamton and her Master in Public Administration from New York University’s Wagner Graduate School of Public Service.

Certified in Health Care Compliance by the Health Care Compliance Association, she has participated in a wealth of trainings and conferences related to compliance and management, including: Osborne Association Management Training; Leadership Caucus for Senior Managers; Cognitive Behavioral Therapy; New York State Medicaid self-disclosure; Health Care Compliance Association (HCCA) Regional Conference and HCCA Compliance Academy.

Before joining the team at Astor Services for Children & Families, she served as a manager of government grants at the Greyston Foundation, a non-profit dedicated to creating thriving communities through the practice and promotion of open hiring in and around Yonkers, New York. In her role, she led efforts to further the mission of the organization, including prospecting, proposal generation, grant administration, reporting and compliance.

Yvette currently resides in Poughkeepsie, New York with her husband, Alex, and son, Brandon. She holds positions in various school district organizations, enjoys going to the movies and, most importantly, loves spending time with her family.

Paul Curtis has been Executive Director of CBHA, a statewide association of non-profit community agencies serving the behavioral health community, since January 2017. CBHA is dedicated to the proposition that the people of California deserve a rational, comprehensive, community-based behavioral health system that is adequately funded to serve all those in need of services. Prior to CBHA Paul was the Executive Director of the California Coalition for Youth, an association of non-profits serving runaway, homeless and foster youth while also operating the CA Youth Crisis Line as a state funded program. Paul has over thirty years of experience working in both the for-profit and non-profit world and was involved in the HIV/AIDS and LGBTQ communities for many years. He has an extensive background in developing collaborative community programs, public policy and advocacy efforts and building strong relationships across non-profit, for-profit and government sectors. He is a Board member of the National Council for Behavioral Health and is Co-Chair of the National Council’s LGBTQ+ Interest Group.

Greg Wellems is the Executive Director of Intellectual Disability Services for Keystone Human Services. His career began 30 years ago as a direct support professional. Prior to joining Keystone, Greg worked as the Chief Operating Officer for Imagine!, a Colorado based service provider. He is a strong advocate for incorporating technology into human services, and led the development of Imagine!’s SmartHomes, an innovative a model for supporting individuals with cognitive disabilities. Greg has been on the Board of Directors for ANCOR, the Life Enrichment Trust, and the Longmont Symphony Orchestra. He is a national consultant, speaking at conferences and assisting service provider organizations to strategically adopt technology into their services.
